Why is diagnostic and usage data locked?

I'm trying to overcome the inscription "Some parameters are controlled by your organization" to enter the insider program. Reset local security policies. I turned on all the privacy checkboxes that I turned off, raised the windows defender. Cleaned out the hosts (returned to stock).
Still won't let me change the settings.
