The problem is not with you, but with the crooked admins of the forum and the vbulletin engine.
Select in “User CP” —> “Edit Options” —> “Forum Language” —> Russian (RU)
Or at the very bottom of the forum there is a “Language Selection”

try opening this site in incognito mode, if everything is fine there, then pick the settings and extensions
