Why is contrast lost when watching a YouTube video?

If you switch to another tab, and then to the video tab, then for a moment the video plays normally , but then the contrast sags. In full screen mode, the contrast is lost through time.

I had something similar on TV. Disabling HDR for streaming in Windows 10 settings helped.
I have the same problem, in all browsers, on all sites, in all players, and in full screen mode, on a Lenovo ideapad S145 laptop, plus now the same thing has started happening with videos and stories on instagram on an iPhone 7
