Why is contextual advertising dumb?

Contextual advertising is sometimes useful. The problem is not in the algorithms of Google and Yandex, advertising is set up by ordinary people - advertising specialists or business owners. It all depends on the settings in the advertising account, if they are incorrect, then the ad will be shown to the wrong people.

Perhaps the advertisers don't care about improving their algorithms in this way, because they already have money. You can improve the "algorithms for displaying ads", but someone is too lazy to do this, or the like. - No need. Maybe the reason is that for someone it is too difficult in combination with other reasons. Maybe it's a little embarrassing to monitor people's thoughts, because some don't like it. Or maybe advertising should be stupid for someone.
