Why is cloudflare returning Many Requests (429)?

There are 30 small pictures (200x200) on the page, when you first enter the site, cloudflare sends half of the pictures to many request 429.
Why? Is 30 images, 1 css and 1 js a lot? there are projects where 200 files are output at a time, and that's fine.
Who had it? Is it temporary?

On the server or in Cloudflare, the rate limit is crookedly configured.
