Why is AI not up to the level of intelligence of a rat?
I often hear from various sources that AI can do a certain task well, but as an independent "intelligence" it does not even reach the level of rodents. What explains this? What problem in the field of machine learning does not allow this technology to be used really everywhere and put most of the work of people on it? Or does all this buzz around AI just mean nothing?

Because they are different things. The AIs that exist today (or rather, what they call them) are machines for solving one specific task: pattern recognition, anomaly detection, scoring, etc. The AI that is truly intelligent and can be compared to the intelligence of living beings is called strong AI. At the moment it does not exist.
But after all, a rat is not only a brain (intelligence), but also a bunch of systems to boot: bones, muscles, digestion, respiration, circulatory system. The brain is connected to a bunch of sensors-neurons. Nobody wants to create this. So far they have made a primitive worm (and no one has reproduced the internal structure of the cells).
And yet, this narrow intellect is able to consistently beat the best of people in the most difficult games: chess, go, Dota 2, Starcraft.
I think many of the problems of comparing artificial intelligence with ours are related to the fact that it is difficult for us to perceive ourselves as a set of simpler specialized neural networks, although modern neuroscience is leaning in this direction.
