Why is Adobe XD installed as a Windows application?

I install Adobe XD from the Adobe.com site, which surprised me, it is set to "for free", and it ends up in the c:\program files\windows apps folder. What the hell is this, what does Adobe software have to do with Windows applications? The program itself does not start, a white window appears for a few seconds and disappears.

about the same as any software for android is related to android or software for ios is related to ios
and the fact that it does not start is another story
