Why is a tag that has >1k questions DELETED, how to suggest a new tag?

Why is this tag DELETED? This seems like a mistake to me.
I would also like to add the Svelte tag, but I don’t see any possibility to suggest.

In this case, DELETED is the former "Hosting" tag, which is slapped everywhere and often used to spam hosting services. We try to move away from such abstract tags. Over time, we will sort the questions in it into more specific tags and delete them completely.
Tags can be offered in the feedback form. But, according to https://qna.habr.com/search/questions?q=Svelte , there are few questions, so you will most likely be refused to create it.
