Problem with "You need to verify you're human" on a toaster?

I've been having this problem for half a year now.
The picture with the code for verification is not shown when creating a new question.
It turns out that you write a question and then you notice that everything, you can’t do anything already. You have to copy the question, tags, details somewhere, then delete the cookies and re-write the question.
It's not convenient to say the least.

The person in the question would write the OS and browser version and the type of internet connection. So checking for a bot is not without reason ...

just wait about 10-15 minutes, and access will appear. Apparently the system verifies
