Why is a new custom field not displayed for an employee?

I added a field but it doesn't show up. What could be the problem?

Bitrix24 assumes the output of only allowed fields.
Look at the page /company/personal.php - there should be a list of fields that is available for output and for editing.
Judging by the photo, you have an old version of Bitrix and I do not recommend doing this by changing the component settings - it will be safer to get into the code and add them explicitly.
