The h1 header is displayed only with a postscript in the url — ?clear_cache=Y?

On the site page on Bitrix, the main title is displayed as h2, and if you update the cache in edit mode, ?clear_cache=Y is assigned to the url and the title is displayed as it should - h1.
Why is this happening and where can it be fixed?

I will assume that this title is displayed somewhere inside the component template, and you changed the layout in this template from h2 to h1.
Why is this happening - because the components in Bitrix are cached. Refreshing the cache renders the current page without regard to the cache, but does not reset the cache globally.
Clear the Bitrix cache completely. Admin panel - Settings - Product settings - Autocaching. The "Clear Cache Files" tab, select "All", and click "Start".
