Why is a dirty computer slow?

Greetings
You all know that when a computer is dirty inside, dust has accumulated in it, the cooling system does not cope with its task, then it works more slowly than its clean version. At least that's what they write on the net, and I myself was convinced of this after cleaning (even by eye there was a noticeable difference in the speed of work (or did it seem to me?
Could you explain why this is happening? Not just to say that the hot percent is slower , and what is inside is spinning and spinning, which reduces the level / flow of calculations.

recently, one elderly man asked to see his video surveillance systems, brought a screwdriver, a vacuum cleaner, a brush .. with the words

I know the dust on the chip is dangerous
... but in general, an old hard drive died there
, unfortunately, articles on the topic of cleaning are full of speculation. contamination in itself is not dangerous. problems start only when the accumulated dust interferes with cooling, including elements that do not have obvious heatsinks. it is worth understanding.
on the other hand, the only mechanism that really slows something down is throttling . which has already been suggested. Another question is that you should not turn it off. because all the risks from overheating are the failure of electronic components. and for the same reason, speeding up a computer after cleaning is often a psychological self-deception. you need a very strong clogging of the ventilation systems, to enable throttling, to turn
on throttling, the cooling of the processor should be significantly worse. all other components must be monitored by special programs, such as AIDA64. if the fans howl - it is best to change them. most fans can be removed, find a way to get to the spindle, clean and oil it. but if the fan "howled" for a long time, as a rule, there is already wear on the spindle, and cleaning / lubrication does not save for long. so it's worth changing to a new one
and about cleaning methods - a weak vacuum cleaner is not effective, and a powerful one is very dangerous for computer components.
proper cleaning is blowing with compressed air. spray cans are sold in all stores that carry computer accessories, and even in some advanced office supply stores. it is worth blowing out in the open air, in a respirator and glasses from dust. well, or at least a gauze bandage from a pharmacy, after the first try you will understand why))

Electricity spins inside.
And the processor has built-in protection against overheating, so that it does not burn out at all, it switches to slower modes on its own.
