Why high GPU idle frequency on Windows 10?

I have a GTX 770, driver 364.51
After updating to WIndows 10, I noticed in GPU-Z a high core frequency (1137mghz) and memory (3506mghz) of the video card in idle, high power consumption and temperature of the video card.
Using the method of cutting down processes in the task manager, I found out a list of applications that, when running, raise the frequency of the GPU:
Google Chrome (before hard turning off hardware acceleration through the launch line)
SSD Scope
BitTorrentSync
GeForce Expirience
Photos (built-in Win10 application)
I will supplement the list.
The power saving mode is set to "Balanced". On Windows 7, this was not the case. There are no viruses, miners too.
