Why has Android search stopped working on Google now?

The following problem has been tormenting me for several months now. Missing phone search in Google Now. Also, the standard launcher does not look for applications.

I also can’t go to the Google Now settings item “Search by phone”

During the existence of the problem, I managed to reflash several times (including to stock), reinstall the kernel, and also reinstalled Google Now, erased its data / cache, did a reset and other than that, nothing helped. What could be the problem and how to fix it?
