Why files on the local network are not copied?

Tell me please!
The problem is this. From a laptop through Total Commander over the network, I can go to open folders on another stationary computer, but when I start copying a file, it either takes a very long time to copy, or starts to be copied, and then crashes.
From a stationary computer, ping passes to the laptop normally. But from the laptop to the stationary "the waiting interval for the request has been exceeded."
The laptop is connected to the local network via wi-fi, I tried to connect it with a cable - the same problem.
Windows 7 64-bit laptop, Windows 7 32-bit computer.
What could be wrong?

The problem is in a bad channel, most likely. The fact that the stationary computer does not respond to pings is not an indicator of problems, can you go into the folder and see the list of files in it?
Make 20 pings with long packets:
ping -l 1200 -t 20 laptop_ip_address
If there are many losses, then the problem is in the communication channel. Either you have a heavily loaded channel on which wifi works, or one of the neighbors turns on a poorly designed microwave that makes noise on all ranges :-)

The problem can be trite in that even with the cable connected, Wifi is still used. Well, if it's bad without Wi-Fi - take and re-crimp the cable ACCORDING TO THE STANDARD! If it's still bad - rip out the cable and change it... :-)
