first of all (for windows vista and above) try:
run command prompt as administrator
sfc /scannow - then read the resulting logs and fix the errors found.
Also, this file may be infected with Backdoor:Win32/Ciadoor.T virus - check for viruses
This file belongs to direct X - it might be worth reinstalling it.
