Why don't they often answer questions about published vacancies for a C/C++ hardware programmer?
About me:
a hardware programmer.
Asm of all kinds, si, c++, delphi, xHDL, etc.
Experience in PC writing and Linux administration.
More than 10 years of experience, rich experience in network protocols, signal processing, OS, etc.
Interested in any kind of full or remote work, with or without relocation.
My features:
No higher education and no prof. certificates, only work experience, I indicate all this immediately and clearly.
I don’t specify the salary I ask so as not to scare anyone.
Summary:
Each time individually compiled for the vacancy, for example: if experience with the ethernet is required, then I describe in detail only the development experience for the ethernet for each project (including the words: launched into production, paid off brought profit supported), the rest is one small proposal per project. I do not write completely left. I always indicate all contacts and time, so that it is more convenient to get in touch in any way.
What I ask:
All sorts of very important details, but not many, 4-5 questions: salary fork, who is required (jack of all trades when from a scheme to marketing and production or a narrow specialist), access to state secrets (exit or not), according to the text vacancies (when skills and requirements do not quite match: I am a signalman and I need an engine but it is not indicated without experience or with experience), etc.
What vacancies do I apply for:
Vacancies where only a developer for hardware is required, these are: C / C ++ programmers for Baremetal or microcontroller / embedded Linux. I don’t get into any game development / HighLoad with the requirement of C ++ and similar related ones at all.
Where I look for vacancies:
Only on specialized resources (My circle, electronix.ru, etc.), where ordinary recruiters do not climb. Why is that? I tried to publish my vacancy on HH.ru, jobs.ru, etc. - they apply for any near IT vacancies, from enikey and computer administration, to 1c and the web, they don’t read beyond the first word "Developer" at all, they got it.
Problem:
Very often I send a resume or ask questions about vacancies, there is no answer. It seems that they do not read my resume at all, nor what I ask.

tried to do this for about three months,
about thirty vacancies, they only contacted 4 times:
- Only a couple of times the recruiters themselves called me and it was a couple of very inadequate vacancies when in Moscow it was necessary to develop a piece of iron and a program, and in general everything in an unrealistic time for salary 30 -50tr per month.
- They called back once and asked for an example code and fell silent.
- They called back once and promised to send specifics to the post office and didn't.
I tried only to ask questions, I tried only to throw off my resume, I tried this and that, I tried the resume and briefly and fully deployed ... they are silent.
What am I doing wrong?
Or maybe everything is "so" and it's just very rarely needed?

1. Usually on the other end of the wire is a recruiter (often from a third-party company), who is not authorized to answer at all and just to make it easier for him to understand whether you are suitable and push you further.
2. The best option is to independently search for companies in which you would like to work and send your resume there.
3. Send only(!) resumes. Postpone questions about salary forks and other things for later, they are only relevant at the end of the interview. In other cases, they will only scare away.
4. If something does not resist you, you can always refuse even after the offer, but the main thing is to get it first)

And, if your profile is present in the vacancies on hh, then you are in vain discounting it. Close your resume and send vacancies directly, if it's not so comfortable.

The question is straight to the point! I'll explain why.
I'm an electrical engineer, but I'm in business and I'm developing a plan to launch another startup. The area in which I plan to work is robotics and IT. So, I have quite a decent experience in business, knowledge in mechanics and any other areas to start a project, but I do not understand anything in programming, nothing at all, although by the time of writing this answer I have already figured out something. Also, life forced me to study php, html, MySQL at the level "for myself" - this is my maximum for today.
And here's what I'll tell you. In order for me to form in my head at least an approximate concept of the specialists I need, I have been studying the expanses of IT communities for the second week.
As a result, I came to this section to ask respected users a question on the topic "what kind of programmers do I need?" and I saw your question in the tips.
The answer to the question:
People do not know who they need! Programming is a completely separate area in the labor market (in my opinion). Your questions in the resume drive people to a standstill, they do not know what to answer you and are afraid to seem incompetent. Your detailed resume "loads" them.
How I regret that we did not meet earlier, I really need such a person now).
