Why don't online programs show the truth of what a site looks like on a mobile device?

Testing the site using quirktools.com/screenfly/. I know for sure that the site should fit on the screen of a device with such and such a resolution, but the service shows that the user has to scroll the page horizontally to see everything. What is the problem?? How do you check the site at different screen sizes?

Use a micro emulator + opera mini or a mobile opera emulator.
