Who deploys/deploys a fresh build to a test loop at your work?
Our testers do this and I can't figure out why. Explain that "everyone does it."

About jenkins / teamcity and other builders have already been answered above.
If the question is purely organizational: why do testers rebuild test servers more often than others? This is because when a ticket enters a test, it cannot be tested if there is no place to test it. Not to lift to itself the local version each time?
For this reason, so that testers do not constantly beg "rebuild us, rebuild", they or test leads are given access to do it themselves. And developers in most cases can safely work locally.

There are several development branches in Git and developers deploy the branches necessary for testing in accordance with agile.
