Why don't my Google wallet payouts go to my bank account but are reported as successful?

Released a paid app on google play.
I created a dollar (USD) account in the bank and added this account in the google wallet payment settings. The data entered has been verified and is correct. There was no confirmation of the account. The bank said there were no deposits or withdrawals from the account. The goole wallet payout page has monthly reports and no errors.
Looks like the local bank is in trouble. I decided to delete the current account in the payment settings and create a new one. Will payments be redirected to a new account? In google wallet on the page of payments by months (transactions) there are no transfer errors, i.e. listed as successful. There are no payout reports in the google play developer console in the "financial reports" section, it's empty.
