Why don't magnet links work in torrent client?

It just downloads torrents, but does not want to through the magnet. Outgoing connections are blocked in the firewall of wines 7. For the client, separate rules have been created for the tcp and upd protocols - it does not help. In general, I tried to include all the protocols (both input and output), it still does not load metadata. Why is that?
If there are any informative links on how to set up a whitelist firewall, I would appreciate it.

Turn on DHT.
And peers can be added to the distribution manually.
