Why don't Google services work on Android 4 versions?

Hello! For some reason, in recent days I can’t go into either maps or mail from my old tablet, I write there is no connection. Although other applications work fine, the Internet does not complain. Google disabled 4K support? I would be grateful if you check for yourself.

There seems to be nothing suspicious in the logs, except for this:

VPN connection helped. Apparently, in connection with recent events, the blocking hooked Google. Blocked by DPI? Is there any way to bypass VPN?

Between Android 4 and 5, Google changed the default TLS version from 1.1 to 1.2 - maybe that's the point.
Is there a corresponding checkbox in the browser settings?
