Who faced the problem that Google does not rotate ads?

Created a google account => created an advertising account => linked a bank account => launched an ad => account was banned for "suspicious payments" => I filed an appeal => account was unbanned.
Everything is going as it should, but the whole point of the problem is that after the account is unbanned, the ads do not want to spin, AT ALL! I even tried to set a budget of $100-200 and did not set the cost per click, but still.
Maybe someone faced such a problem?

Most likely that there is some error in the settings of the advertising campaign. I advise you to carefully check everything there, and restart.
