Why don't companies index salaries?

You read reviews of some fairly large companies, such as Avito (for example), and everywhere it goes that the company does not index the salary, which is why people leave. At the same time, the same company produces quite intensive hunting of new specialists.
What is the reason that they do not work with their specialists (and let them go), but at the same time they are looking for new ones?
