Why don't AD account policies work?

Set the following parameters
nAy9yR0H8avkAZ.jpg4AkGWj7iW0G0Aq.jpg
However, when you try to change the password to "0000" an error appears, they say does not match the policy.

On the fourth Samba, password policies are set via the command line samba-tool domain passwordsettings set
List of possible parameters after set :
--quiet -exit
--complexity=on|off|default - Password must meet complexity requirements
--store-plaintext=on|off |default - Store passwords using reversible encryption
--history-length=number - Number of previous user passwords to store (Require non-repeatability of passwords)
--min-pwd-length=number - Minimum number of characters in a password
--min-pwd-age=number - Minimum password
age --max-pwd-age=number - Maximum password age
