Why doesn't Yandex and its pdd service partially work in Ukraine?

The issue is very hot - several providers in Ukraine do not receive data from Yandex DNS servers, as a result of which sites for a large number of users do not work. I don’t know how to contact support other than writing a ticket to which they respond for 2 weeks.
Help me to tell them this problem, I will be very grateful.

Are you sure that Yandex is to blame, and not "several providers in Ukraine"?
