Timeweb's website linking has failed, can this be done using third-party DNS servers?

Today, sites started to give an error:

The problem is on the side of timeweb.ru - the link has failed, i.e. direction of domains and subdomains per directory.
Do I understand correctly that this is solved by transferring DNS records to a normal DNS server:
A, MX, domains, subdomains, SPF, DKIM, DMARC and other dns txt records?
Linking on the side of the timeweb will no longer be needed?

If their DNS gives the wrong IP, then changing the DNS to third-party ones will help. In this case, you must know to which IP you still need to send requests. It is easy to check: temporarily add a static entry to hosts for your domain and the required IP. If the problem is fixed - dragging DNS will help.
If the error is in the configuration of the web server, it will not help. Well, unless you immediately move to another hoster.
