What to check if 1.1.1.1 from Cloudflare stopped connecting?

Hello. Periodically I use 1.1.1.1 from Cloudflare for Macos. And one day it stopped starting - the connection process freezes tightly, although it used to take moments. At the time of trying to connect, sites stop opening. I tried to run 1.1.1.1 while on a different Wi-Fi network - everything works fine.

I noticed a nuance - when I try to run 1.1.1.1 on the desktop, connecting to a mobile access point, it does not start. I launch 1.1.1.1 on a smartphone on a mobile Internet - it does not work.

I use an Internet from one large provider. Could it be the case in him and he blocks 1.1.1.1 at some level, even if it doesn’t start on the mobile Internet?

Roskomnadzor was going to block cloudflare dns and google dns, most likely this is the case.

What does "run 1.1.1.1" and "connect 1.1.1.1" mean, these are public DNS and can be registered and applied in the network settings.
And to get an answer to the question, run a ping on 1.1.1.1 and trace if there is no ping.
