Why doesn't Windows 10 support proxy settings with a password?

It seems like a banal thing - access to the Internet for the entire system through a proxy with authorization. But for some reason with authorization it is impossible, it is possible only without it. What's the catch?

Because the developers of windows 10 (those who undertook to remake since the days of win8 and attempts to capture the mobile market) are lazy idiots .
Instead of correctly (and difficultly) upgrading the legacy system to the mechanism of rights differentiation, they created a parallel subsystem that is incompatible with anything (metro applications), developed their own settings menu for it, which only affects these applications .... and when with it didn’t work out as a mobile direction, they didn’t abandon it, but began to support this subsystem.
As a result, we have a partially broken old system that is no longer going to be improved, and no one needs a new one, developers are in no hurry to write applications for it (at the same time, Microsoft does everything to make it disgusting for users to use it, for example, they released a starter license when only metro applications are available , i.e. in such windows there is nothing because of what people like it, but no one needs what is there).
If anything, the windows proxy settings have not gone away:

Control Panel -> Internet Options -> Connections tab -> Network Settings button -> Use Proxy... checkbox -> Advanced button
