Are lags while burning a disc normal?
windows xp system, pioneer bdr-207 burner drive, sata interface.
imgburn program.
The system freezes during lead-in and lead-out recording.
And somehow selectively, for example, an open tab in the browser can be scrolled, and the audio player stops playing for 5-10 seconds, and no programs can be launched at this time.
Is this normal or can something be tweaked?

Try moving the HDD or cutter to a different controller, if possible. In a case with DVD such rolled.
Look in the system log. I came across this, I had to purchase a separate SATA controller - the one on the motherboard was mercilessly buggy and no poking helped :(
Maybe the sata controller works in ide mode (configurable in bios), or the drivers for it (or the chipset) are not installed. The bios itself would also not hurt to update, if there is a fresh one.
I solved this by updating the firmware on the DVD, the BIOS of the motherboard, installing updates on the system and expanding the DVD to another controller
