Why doesn't Visual Studio have the ability to develop for windows phone?

I decided to try to start writing under windows phone, downloaded visual studio 2013 ultimate from BizSpark, specified windows phone SDK during installation, I go into a new project -> C#->silverlight and there is no word about windows phone, where did it go? Or maybe not installed? how to check and how to shove it there

There should be a windows phone item or if you have VS 2013 update 2 (and higher) look in the store application item
