Why doesn't the new RAM bar work?

I bought a 4GB bar (s / n: 438A0AAeh) on a well-known Chinese site. HP 635 laptop with 2GB Samsung stick. I took all the data about the RAM from Aida. In everything except the serial number, memory size and timings, the strips are identical.
Problem: the size of RAM in "system information" (windows 7 x64) has increased, but the size of available memory has not changed at all and, accordingly, "performance" has not changed. With one new bar, the laptop does not start at all. In general, its essence is only in displaying information. There are no RAM settings in the BIOS. There are no BIOS updates on the official website, and actually I did not find anything about this. How to be? Pay for money spent? Or is there hope?

Open a dispute, why whine? And don't watch the youtuber whose video you ordered the card from.

The Chinese often do this, in my personal opinion, 10 percent of the marriage turns out.
Take a picture of the packaging, a package with a label, shoot a video with a working beech, turn it off, install a new bar, demonstrate inoperability, and wait for the dispute to be resolved.
