Why doesn't the command line shortcut save position?

Why doesn't the command line shortcut keep its position on the desktop after a desktop refresh (or reboot)?
The rest of the labels do not jump.

You just had to create a shortcut through the default creation of Windows. Specify the path to cmd.exe there. And the label will not twitch.

As such, there is no answer, but such a "feature" is present in all service shortcuts from the directory

%APPDATA%\Microsoft\Windows\Start Menu\Programs\System Tools
