Why doesn't the basket.priority component work?

Bitrix site, aspro template. I enable the basket.priority component in the template settings, it displays the basket icon in the header. But for some reason it says that there are no goods in the basket, although they are there.

I think the problem is in line 30, the $_SESSION[SITE_ID][$userID]['BASKET_ITEMS'] variable is empty. Perhaps someone came across?
