How to correctly implement a complex menu on Bitrix, for example: tyts

I don’t see anything complicated, we check the usual multi-level menu, the presence of a picture and other parameters in the template, for the first level for the item where the picture should be set in advanced editing mode https://dev.1c-bitrix.ru/learning/course/?COURSE_I ...
set the img parameter and specify the path to the image, and so on with the rest of the parameters that we need, but the second level will figure out how to do it yourself

There was a similar task, 3 levels, in IB elements at levels 2 and 3, 1 was always sections, made by handles, in result_modifier I sawed the collection of an array from sections of 3 levels, then added the pickup of elements from the desired level there, it turned out to be a rather complex array containing information from 2 infoblocks
Then, again, with handles, the cycle in which the menu itself is formed and everywhere without any problems added the condition, for example, if the section, display the name of the section without a link, if the element - change the style a little and add a link
If necessary, look for the source of result_modifiera and the menu itself

I would create a single-level menu and connect my template. Where for each menu item I would display a certain type of infoblock (by properties, manually or by another principle) or pages.
