Why doesn't the app autostart?

There is a certain program, the program works, but if you put it in /etc/init.d, then it does not start, but if you add to /etc/init.d say sleep(60) and then the path to the program, then it starts, the program works with the network, I thought to bind it through the network interface there uplink and prescribe it, but the situation is the same, I have no idea why this happens, if someone explains or shows an example, I will be extremely happy
