How to get data from a server that is running on a PC that is connected to the Internet through an Android smartphone?

More: I am in a place where I have only mobile Internet. I connect an Android smartphone to a PC via USB and turn on the USB tethering so I can surf the internet from the PC. The php server is running on the PC. I can get data from this server from a smartphone, for example, at 198.162.42.250:8001/users/2, but only if it is connected to a PC via USB. From other devices (via the Internet) the server is not available. How can I make it so that I can get data from the server via the Internet?
Linux Mint is installed on the PC.
