Why doesn't the 1C 7.7 directory open when adding an attribute?

1C 7.7 has its own configuration based on accounting.
There is a form with a requisite (in the properties of which there is a "reference book.collectors"), by clicking on which, respectively, a reference book with a full name should be opened for selection. But when you click on the "..." button, nothing happens, no errors, no directory opening. What could be the reason. I myself am not particularly strong in 1C.

Does the user not have enough rights to work with the directory?
