There is a custom Switch D-Link dir-100. When connecting a cable to the LAN port, the ip address is not accepted (192.168.0.1).
The link is on, when the Reset button is pressed, all indicators light up and the switch restarts but does not enter the Web interface and also does not distribute local ip. What can it.

Perhaps he has disabled DHCP and therefore he does not issue an address. And the web face does not work because it may have a different address configured on it. Drop it completely, look. It is possible that he died
