Why doesn't scaling work in Photoshop?

Usually I scale the image through alt+scroll.
When I work with a very large file (high resolution, many layers), scaling periodically suddenly stops working. Saves switching to the next tab - then back to the file.
I even got into the habit of creating a large picture next to an empty file.
Has anyone come across? How to overcome?

How much RAM do you have? I had such problems on a weak computer.
