Why doesn't recording from youtube through VLC work?

Sometimes you need to cut 10-20sec. a fragment from the video,
and in order not to download the video completely, I used the VLC player.
I used to record (it seems to be), but now it does not work.
From other sites, movie-online, I pull out a direct link to the video, open it in VLC and I can record,
but from YouTube, the recording does not work, although the player plays.
What am I doing wrong?
Can anyone check if this works or not?

I can say from my own experience that lately VLC has been very bad, for example, streams from surveillance cameras do not play for me, plus recordings from the camera do not play. Also, all attempts to transcode something through VLC end in failure.
