Why doesn't PulseAudio save settings after a computer restart?

Why is this done, how can it be fixed?
It's wildly inconvenient, annoying, every new installation has to dance with Google.

The situation is repeated on Kali Linux and Linux Mint. I would like to understand if this is a bug of the tool itself or "as intended"? If a bug, then what is the algorithm of actions to fix it not only locally, but in all distributions?
