Why doesn't phpstorm copy work?

The people I have windows10 and in phpstorm copying does not work correctly. I'm trying to copy the text from Photoshop and paste it into phpstorm does not work. And inside the Storm everything is copied.

There is an assumption that you use the hotkeys Ctrl + C / Ctrl + V on the Russian layout. This is the oldest GTK bug, so you have to put up with it.
