Why doesn't PHP-FPM see scripts without "php" before the question mark?

It's very strange, but I installed nginx + php-fpm and I can't understand why it doesn't process scripts that:
<?
start like this.
If you write:
<?php
then everything works, but you have to edit a lot of files...

Take off your hands for such a file header.
As Monsieur vladislav tu said , this is configured in php.ini - but this is bad manners.
