There are 2 resources: https://brodude.ru/ and https://heroine.ru. Both are hosted by Hetzner and both have certificates from letsencrypt , free of charge, while BroDude does not work in Kazakhstan for unknown reasons, Heroine opens normally. Before that, they changed NS servers to cloudflare and hetzner. It 's not on the banned list . What could be the reason?

It would be strange, because the rest of our projects are available, located on neighboring servers, the same configuration. with the same certificates. (with the usual http the same problem)
To understand the depth of the problem, the site is accessible from Kazakhstan.
Pings from large providers, gives the answer - 200, does not pop up any stubs about blocking.
But the same ping-admin.ru says that the server simply does not respond.
The impression is that somewhere in the middle it replaces the content of the response with an empty one, because even robots.txt does not load.
The trace goes to the server in Germany, but the response body comes already empty.
It doesn't matter what content to give, give an empty response.
Attempts to contact the Internet providers of Kazakhstan have not yet yielded results, what other ideas do you have that can be done?
