Why doesn't namecheap block domains?

"Users need to transfer top-level domains to other providers by March 6, 2022." reported registrar namecheap.
Much more time has passed, the domains are alive and there are no errors, why?

There was a second message after the first, where they gave a deadline until March 6th. In the second, they extended the deadline to 22.

Because if they do that in the 60 day period where domains can't be transferred, they could get in trouble with ICANN up to and including revoking accreditation.
