Why doesn't my mac mini play sound when I start it up?

What could be the reasons why when you turn on the mac mini (without a monitor and other things) it does not play the boot signal sound, the white indicator just lights up. There is currently no way to connect to a monitor.

Faulty processor or RAM. The sound is played at the initial stage of loading the BIOS, even before the system and video are initialized.
OR
the system was set to mute before shutting down. completely muting the system seems to write to NVRAM and the bios boots silently
