CloudFlare will not work on older browsers or Windows XP.

The question, of course, is old, but I decided to write here, because there is a similar problem.
I decided to make https on one site, and in cloudflare it's free, so I connected it through it. After some time, when trying to open the site, I received the response ERR_CONNECTION_REFUSED.
Changed browsers, different settings, still did not see the site. Then (I don’t know what prompted me) I launched one browser through a foreign VPN (I’m in Russia), and saw my site. Then I connected the Moscow VPN, again I got ERR_CONNECTION_REFUSED. Chrome browser is new. Is the reason global or is it something on my computer?
What could it be? Is Cloudflare blocking my IP for some reason? Or even Russian? Cloudflare shows that there is traffic on the site.
Now I can’t even go to the admin panel, only edit the site through the database. In principle, you can edit through a VPN, but I'm worried that users from Russia (or some of them) will not be able to open the site.
What can be done?
