Why doesn't Google Chrome run as a normal user, without administrator rights, on an offline intranet network?

I'm trying to run the latest Google Chrome (installed offline intranet network, tried 2 versions - regular and enterprise) and does not work, namely:
At the first start, it just crashes with an error, i.e. a window pops up with a button to close the software
The second time it launches successfully, but in all tabs (including browser settings) an error - Aw snap! (Oops!)
After a little googling, I found a solution that you need to add --no-sandbox
to the launch parameter
After that, the settings and sites open, but it still doesn’t work the first time - it crashes, the second one succeeds
What could be the problem, in older versions did not have this behavior.
