How to enable lazy loading of background tabs in chrome on first launch?

Previously, in version 15, this feature could be enabled in chrome://flags, but in the current version 21 it is no longer possible. Maybe someone knows how to enable deferred loading, or tell me if there is a plugin that implements such functionality?
